Easy Wielding Question

Here is an easy one:
7.14.1
Wielding Sources

At the bottom of the left page it states:
Wielders automatically inflict of heal an amount of damage equal to the number of Ranks they have in the Source being used for their Effect.

Is this correct? This sentence is pretty easy to miss as it is only referenced once. The examples for Agony and Deliverance don’t hint at this rule. This is pretty major so I would like a yes or no.

Wielders can already put up some pretty big damage numbers with a decent skill. Adding in the Source ranks will allow a "small" spell to do fairly significant damage.

Yes,

This is correct.  The number of ranks you have in the source act as the base damage.  The more skilled you are with your wielding source, the more damage (or healing) you will be able to accomplish.  That is why the damage column of the wielding DR sheet starts with "Base".

That is correct. The examples don’t bear this out most of the time, but it is how the rules are written.

My group played through a few sessions before someone noticed that line. It made damaging wielders much more viable.

question Next point is, as one of my PC’s is a healer (Wielding and Medical). Using the combat or duration modifiers does this mean if he extends the duration the base is for each segment?
E.G. Pc decides to heal friend for three segments. He decides on 2D4*2. Assuming success (DR, concentration, free hands, no inteferance etc) does the recipient recieve; 1st seg) 2d4*2 +base, 2nd seg) a half of 2D4*2 result +base, 3rd seg) As second.

Or in the example given should the 2nd & 3rd segs have half or no base modifications?
Currently I am running it the PC gets base on all subsequent segments.
Any thought would be appreciated!

My understanding is that base Source applies to all segments. Hence, it behooves players to up their Sources first, then work on their intentions when leveling.
